Poor reply from the Student Affairs Department

I am a student at this institution. In 2012 I was informed by Mrs. P NGCOBO from the College of Economic and Management Sciences that I only need to complete Cost and Management Accounting II module 1 and 2 for the qualification to be completed. Subsequently I registered and passed both modules. When I lodged an inquiry the response I received 3 months after I have registered in June 2013. That I have to complete and pass FAC1601 in order to complete the qualification. I received the study material and saw that the content was the same as FAC1M2X an was informed by Jabulani Chauke that it is the equivalent. He forwarded the query to Velaphi and I received a pathetic response from the student affairs and registration department.
How can one person do the same module twice and there is an equivalent with the content which is the same.
Is the staff so computer orientated that the inquiry was not even refered to the HOD or the committee that determine the qualification/module,
I am disappointed that the person who received the complaint did not even reply to my follow-up email when I wanted to know what the next step is or if the internal process was.
