Academic transcript/record not delivered

On 17/07/13 I emailed my application for academic transcript / record to [email protected] as advised (after speaking to a lady on telephone number 012 429 2614). 2 weeks passed without a response, so I phoned the same lady again and she gave me the phone number to call (012 441 5704); Spoke to a gentleman who reassured me this was going to be sent that very same day using courier as I am an international student. I had offered to pay for courier charges but he said there was no need. Up to now I have not received anything and that number is no longer working; been trying for weeks now without success. I need this document before a deadline of 31/08/13 and am now growing very desperate as my application wont be accepted without this. Please please help me. My student number is 3234-986-6.
Several emails have also gone without being answered... only getting automatic confirmation of receipt, so I don't even know whether someone is dealing with this or I am simply being ignored.
