Saddened by poor service

Hi, my student number is 10011264490, I had applied for de - registration of a course applied for in 2011, the de - registration was granted by the college and the College agreed to refunding me all the money that I paid to the College. to date I have not received anything in a form of a refund and the 60 - 90 day refund period has long passed and have not received a progress report even after sending emails and making phonecalls, Please help.
