Poor Service delivery and poor follow up

I have bought a used vehicle from the dealership (date of purchase/delivery was the 28th of September 2013). Goods (vehicle) was supplied by the dealership without vehicle registration documentation and vehicle spare key. However the supplier did commit to supply the documentation and spare key by Tuesday (1st October 2013) to my work place as he promised. I have made numerous calls to follow up on what wasn't delivered with the vehicle. Whenever I called the manager would tell me he is busy with other customers and would get back to me as soon as possible and get back to me. The manager however never got back to me. The vehicle disc expired 31.08.2013. This is really affecting me as I cannot use the car as it puts me under so many risk. Recently i called them on Saturday (02.11.2013) and the manager said they will deliver the vehicle licensing disc to my workplace on Monday (04.11.2013). This also was not done. It's a shocking factor that the vehicle hasn't been registered in my name all along. On my last attempt (2013.11, 04) he said he spoke to the vehicle licensing department and would deliver a vehicle permit to my workplace today (2013.11.05) which they did not deliver.
