Unusually high bill

Quest has been charging us ridiculous money for Electricity and when you call them u are met with such attitude and arrogance its appauling! There is 4 of us in the flat and we pay R1, 400 for electricity. After a conversation with fellow tenants i found out that a guy in the bachelor flat who hardly ever cooks pays R1, 800. We are being robbed and do not know where to go. Please assist with a regulatory body that we can go to because we are suffering financially and need electricity
