NO DEPOSIT REFUND!!!

My insurance company rented a vehicle for me on 27/05/2013, on delivery of the vehicle I had to pay a deposit before I could get the car! When they came to collect the car NO DEPOSIT!! When asked about the deposit they use the excuse of "system problems", but promise to pay the money directly into my account the next day. Thabo takes my banking details over the phone. Two days later the money is still not paid back. When I phone Thabo he once again says there is a system problem and AGAIN TAKES MY BANKING DETAILS because the details he read to me weren't correct. He says it will be done that same day! It is now 3 weeks later and still no deposit refund has been made! I spoke to a lady at head office on 24/07/2013, she said she would contact the branch and find out what is the problem and get back to me the same day! Well if I'm not getting back my deposit you can just think for yourself she won't phone back. And what do you now, my prediction was right I'M STILL WAITING FOR HER PHONE CALL!!! Today 25/07/2013 I phoned head office again and spoke to Michael who said he would make sure that the money is paid back today! Well lets see because today has been 3 weeks already!!
