Total stupidity

I applied for a new cheque card after my handbag with all documents and cards got. After receiving an SMS to say my card is ready for collection and to bring proof of identification I went there with my Passport, temporary ID, temporary license and my affidavit (which was a copy as some institution took the original by mistake). I was told that none of those was accepted as proof of ID. I needed a drivers license with a temporary ID, and a temporary license is not accepted. Passport is apparently also not proof enough. Even after having ALL my documents the supervisor sent me away without even trying to help me draw cash or asking security questions. Now I have to wait until I have my ID before I can get my card and access to my money. I is unacceptable service. I need an answer please!
