Third party claim disaste

My dad was involved in an accident whereby the cause was not his fault. The lady who caused the accident agreed to repair the damages on dad's car. The accident happened in Feb the 2nd 2013. Holland is refusing to repair my dad's car even though this is claimed as a third party claim. My dad ended up using his money to fix his car. When he calls, they keep telling him that he has to fax documents to this following number 016 592 3100 and then no response from third party claims insurance. You guys have caused my dad money he saved to pay for my little sisters festival at varsity.
