Payment delay

I have submitted a progress payment form on the 4 of march, the bank told me that the leading time for a progress payment to pay out is 10 working days. As you will note today is 10 working days and not even one phone call from standard bank. I have phoned several times to hear what the problem is and all they can say that they are waiting for the assessment report. When I ask If I can speak to the assessment department to hear what the problem is they say they can only send a query and the leading time for a query to be answered is 3 to 5 working days, and so it carries on every time I phone. This is ridiculous as you know the policy is use your own money and put a progress payment in to get paid out for work done. Our money is finished now and would really like our money which has been granted to us to be paid out so that we can finish our house. I do not think that I have done anything wrong, Standard Bank is at fault and they really do struggle to call back and resolve a problem. POOR SERVICE. SOMEONE PLEASE HELP US GET OUR MONEY PAID OUT TO FINNISH OUR HOUSE. You know I have been banking with standard bank since I was 7 years old.
