Debiting my account like they want to

December 2012 I asked them to debit my account on the 18th they only debited on the 27th which result into insufficient funds. January i asked them to debit twice on the 25th they debitted 3 times diffrent dates all in January so I called them and asked for a refund on one installment so they refunded 2 installments. Last month they were ment to debit twice only debitted once. so I said to debit twice again in March on the 25th when my salary goes in. So today I recieved money and they debited my account without my premision so I called and asked for a refund and that they only debit on the 25th and they refuse. So clearly they make what they want on my account and I must pay all the bank charges and my airtime I spend to call them. No one is allowed to debit your account like they want to and I must just pay all the charges involved. Totally unexceptable. I said to debit my account on the 25th and only on the 25th who gives them the right to debit like they want to and I must pay all the bank fees as well as airtime.
