Credit Card Settlement

I had a credit card with African Bank, I have asked African Bank to send me a settlement amount last year because I wanted to settle my account and close it. I received the settlement letter and I went to deposit the settlement amount, they then debited my account after having paid the settlement amount. I then contacted them to reverse my money and they did however every month they call and send me sms's to pay my account which I do not understand as to why because I understand that the settlement amount means that my account is settled unless there is another meaning for settlement. Today I received an sms again to pay, I contacted the collection centre and spoke to Patience asking for an explanation whom could not put me through to her supervisor and cut my call, I called again and asked for the supervisor and my call was cut yet again. This whole thing is pathetic and ridiculous. I am not prepared to pay anything more than the settlement amount that I have paid.
