Charged twice for bank charges

I did a telegraphic transfer from Zimbabwe to my Standard Bank account in South Africa but I was charged foreign bank charges by both banks. When I did the transfer, I ticked where it says, 'all local and foreign charges to be borne by remitter'. The transmitting bank then charged me both local and foreign charges. When the money got into my Standard bank account, Standard bank charged me R130 again as their charges for an inward transfer.

I called my bank in Zimbabwe and they said I should get my refund from Standard bank because they were not supposed to take any more charges. I then called Standard Bank and I was told that the transmission stated that charges are to be shared, so they took their portion. They said my foreign bank should refund me the foreign charges. My foreign bank is insisting that the charges were not shared because they had already charged for both banks. They think since the money was transmitted in dollars, Standard bank New York could have erroneously shared the charges. This is the second time that I am being tossed around by Standard Bank. The first time was last year and I got tired of following up but this time I want my refund back Please!!!
