Repairs not as per assesso

My vehicle went to a panel beater for hail damage repair. Based on the assessor's assessment and the panel beater, it was to take 15 working days to repair. I handed in my car on 07/01/2013 and it was ready on 09/01/2013. When the assessment was done, the bonnet and boot lid where to be replaced.. The panel beater did not replace the bonnet or boot lid. According to the insurance company, the assessor indicated that, the bonnet, boot lid and some window beading was to have been replaced. According to the workshop manager, it was never to have had the bonnet and boot lid replaced, even though when I picked up my vehicle, the boot lid had "paint inside/out" written on it. Where they going to repaint the same boot lid?
Firstly, why was the repairs quoted for not done. Secondly, replacing and the bonnet and boot lid will include re-painting, polishing etc. This would have a certain value. Now assuming, lesser work was done, the quoted price would be less. Premiums are also based on the value of your claims. I have a problem with the assessor and panel beater agreeing with what will be done to repair my vehicle in my presence and then doing something else. What will they charge for?
