Cards delivered to wrong city, again

Early last year I moved from Durban to Pretoria, at that time I visited the Absa Montana branch to change my address details. When I financed a new car in October my details were again confirmed as Pretoria (with ID, utility account etc...)
In late December however I received an SMS saying my new garage card was ready for collection, from a branch in Durban...
I visited Absa Montana, again, and confirmed that my address was in Pretoria, I was told that the new card would be delivered to the Montana branch within 3-4 days, the card has yet to arrive...

Yesterday I received a letter, posted to my Pretoria address (dated January), informing me that my new cheque card will be delivered to Absa Pavilion, in Durban!

How can Absa have my address on their system as Pretoria, post my mail to Pretoria (despise requests for email correspondence, but we'll deal with that another day...) but insist on sending my cards to Durban?

There has been a sharp & noticeable decline in the level of service & competence over the past year.
What will it take to resolve this Absa?
