New consumer law or old consume law

We have view a house in Jan 2002, it was just what we wanted and it was spotless, we moved in on occupation rental on 1st May of the same year.
During our first winter in the house we find that there is a few roof leaks witch we reported to the agent, witch he did. The ceiling in certain rooms of the house was not white anymore, it was brown. The owners of the house send someone to the house to do the repairs on a sunny day, they did not come and check after the next rain to see if there is any leakages. I reported it two times that year and the third time I reported it, the owners say that it is not there problem anymore cause the house is already (March 2003) transferred to our names, and by that time the leaking is just worsening, I call the insurance a few times cause during the first year of our stay the gutters fell off, I reported this leaks a few times cause we don't have that kind of money to put on a new roof. It feels like we have bought a house without a roof because we are putting buckets all around in the house.
The last time we call the person they send out to check said he will never get on top of the roof, cause he said he will fell right through cause its too badly damage.
