Debit order date

Ii received an sms from African bank to inform me that my debit order date will be on 13 December. I emailed the credit card division and asked to move the date until after my salary was paid on the 20th. On the 12th i phoned the call centre to confirm that this has been done and was assured that the debit order will only be deducted on the last day of the month. The debit order did go off on the 13. After numerous emails and phone calls I have yet to be refunded. This is completely unacceptable as this was not my wrong doing. Now apparently the payment will only be cleared on the 16th after which it will take another 48 hours to be refunded. African bank did not have my permission to deduct the money on the 13th so why do I now have to go through such hassle to get refunded?
