Debit order initiation and cancellation

As a happy foreigner in SA, I am shocked about how easy it is for a company to initiate a debit order. Most ISP or service providers just ask for banking details over the phone or online. But the owner of the bank account is not requested to sign any document for validating that debit order. It means that I succeeded in giving the banking details of my mother for a service that was supplied to me (of course my mother gave me consent). But this mean that it can be very easy to give any banking details for a debit order, even from people who would not be aware of it. I have made payments by cheques, so it means that every person who could have seen my banking details on my cheque could setup a debit order. But cancelling a debit order is very tricky. The bank allows to "suspend" a debit order for max 3 months (it costs R40) but the only solution is to contact the ISP or service provider. They are the only one who can cancel that debit order. And what if I am in litigation with these people.? They will simply refuse. Or what if they do not follow up my request? How can a bank allow this: the bank is unable to stop a debit order, even if the account owner has not signed anything!
