No response from Legal Department Phones not answe

I have a major problem with a vehicle account that has been handed over to the legal department (years already) and no one assists in solving the problems, promises are made but not kept. I went into ABSA bank Brits last Wednesday 23rd October 2013, the lady at the enquiry counter phoned and then gave me Sibia Nkosinathi number 011 354 5145. Sibia was supposed to fax me a copy of the contract and a statement, to date have not received an email from her. Tried calling and no one picks up the phone. The vehicle was given back to the bank in 2008 but at the licensing offices remains on my name and I can therefore not get current licenses for my new car. subsequently this truck has now being sold and the new owner is looking for the vehicle papers from me. I have spoken to so many people at ABSA bank (legal department, etc) no joy
