Decline of my dispute for a withdrawal

On 05/07/2013 I lost my FNB cheque card. About - 15 minutes thereafter an amount of R2000.00 was withdrawn from my account, without my PIN number. I called FNB to cancel my card, this was done. On the 08/07/2013 I reported this matter to FNB, they accepted my dispute, for further investigation. On 12/07/2013 I received a letter from them advising that my dispute was declined as the money was withdrawn with MY PIN number (don`t know how since I don`t know the people who picked up my cheque card) and that it is my responsibility to keep my PIN in a safe place. Why would I give my PIN to complete strangers to withdraw money from my account?? I have since reported the matter to the Banking Ombudsman, who has referred the matter back to FNB for further investigation - they now have 20 days to resolve the matter. How can they just decline my dispute, how was money withdrawn from my account, by complete strangers, without my PIN number? It took FNB just 3 days to "investigate" this matter and yet they still decline. I WANT MY MONEY BACK!!
