Stopped cards and Applied for new ones

I have been involved in an highjacking and my hand bag was taken with my wallet inside which had my credit, cheque and business cards, i had to stop these cards and my account immediately and applied for new ones, i fetched my new cards yesterday and after checking my account, I noticed I was charged for all 3 cards at R115.00 each which is so ridiculous, I would of thought that the lost card protection covers for this, Instead of my bank helping me, u just put me in more problems, Because the account was also not active till such times, Certain debits returned and I was charged a fee, Which is also ridiculous and the bank should know that the account was stopped due to a certain reason on the system and yest u still charge me these fees. Please can someone look into this as I need it to be resolved. Please help customers like you say you would on your adverts. My husband has an absa account and he had lcp on it and was not charged anything.
