No paid up lette

I finished paying my loan with African Bank on the 20th April. It was on the 11th May when i called for a paid up letter and was told that it will be emailed. today which is 13th May i called again expressing the urgency of the paid up letter and again an agent took my email address and still nothing is coming through. i dont understand why would a paid up letter take so long. am i being punished when i finished my account it was in arrears?
